WORLD  INTELLIGENCE CHARTER [ Draft ]




PREAMBLE


The digital-technological innovation of the last decades makes it necessary to identify and decide the leading basic principles of free, transpersonal human development within the codification of a ‘Normative Order of World Intelligence‘. This can best be formed in a future-proof manner from beyond the immanence of the existing systems and processes.


In full awareness of their universal responsibility and representing the free will of their societies, the signatories and other subjects of international law assume global comprehensive leadership by the basic determination and proactive implementation of these principles as codified in the following charter:




I         HUMAN DIGNITY


Human dignity, especially in the Anthropocene, is the central rationale and categorical imperative of the human’s self-based responsibility in thought and action. This first principle is valid without exception for the human’s self-deducted, self-determined, universal creative power and the sovereign shaping of interconnected presence and future processes, based on free, individual will and decision.


Accordingly, the future of human development is to be ensured in coincident interdependence and in concordance with universal laws of thought. Therefore structural dominance and human subordination, in consequence, have to be excluded, as they hinder human development and endanger an existence adequate to life in dignity.




II        SPACE OF LIFE AND FREE WILL


The identity of the human being as a decisive part of creation is conditioned by its planetary space of life – a space of free will. Therefore the integrity of human being is based on the a-priori determination of individual will and societal legitimation.


Derived from this, the implementation and effect of rights and duties are dialogically to be correlated and to be verified in holistic, systemic, and transparent communication processes. Thereby, the existential as well as the cultural historicity of human beings form an integral as well as a transformational equilibrium with the eternity of reasonable laws of thought. This especially is the guiding a-priori principle of innovation processes and also in case of temporary impossibility to achieve social legitimacy.




III        TRANSPERSONAL INTELLIGENCE


Idea and reality of the planetary habitat are primarily steered by intelligence. Thereby the human intelligence has supremacy without any exception. The autonomous individual as well as the societal consciousness based on the human self guarantee the human-adequate competence and capacity of present and future development of its destiny. Therefore the autonomous human mindset is irreplaceable and cannot be delegated to non-human entities.


On this basis the networking of human transpersonal intelligence is to be organized consistently globally, in order to facilitate the humanity relevant innovation development goals based on the dynamics of constant transformation processes. Hereby, the developed support the developing consequently and without any limitation. Knowledge elites avoid asymmetric development processes and strictly care for the dissolution of principal-agent-dilemmata even at the earliest possible stage.


The globally applicable ethical guidelines necessary for this are to be coordinated, syndicated, and codified by the respective societal units. Thereby, it is mainly to rule the reason and thinking-law based legitimation of human-centric implementation of so-called artificial intelligence (AI) as well as the communication with non-planetarian essences.


Post- or transhumanistic concepts are clearly denied in factual consequence, and existing as well as future implementations from it are to be neutralized. This applies also independently of concepts, which are based on respective ideological and/or religious projections, even if these are to be individually-personally tolerated. The spirit of this charter is exclusively related to the universal responsibility and obliges the signatories to decide and to act as trustees of humanity’s development in concordance with humanly adopted laws of universal reason and social legitimacy.




IV        SCIENCE AND RESEARCH


Neutral and independent science and research freely contribute to this (III.) in special responsibility, because they are central as integral progressive innovators and critical facilitators of human adequate improvement. The use of their innovations is directly linked to human laws of reason, thus they are an inherent, systemic function of basic human rights and duties (V, 3).


Therefore science and research are obliged openly and unrestrictedly to inform about and to participate in their scientific and technological research in order to transparently realize and control the human-appropriate consequences and effects of innovations as well as the one hundred percent mastering of change processes.


In order to exclude human-inadequate impacts of irreversible misprocesses, this obligation also applies without restriction and/or exception – even out of respect for the humans’ informational self-determination – to the unconditional timeliness of complete information about current and prospected projects.




V        GOVERNANCE


Protecting and promoting the humane individual and societal power of creation and innovation is the top priority of meta/state orders and their paradigmatic planning and coordination governance.


Thereby it is indispensible to govern individual as well as societal AI-based inter-/ actions through total human control to save the formation and implementation of free will and decision. The technical feasibility and/or simplification of standard processes alone do not justify any restriction or exclusion of human self-determination leading to subordination. The supremacy of determination by human mind requires sustaining intelligence governance and its normative order with efficient worldwide validity.


The governance of the normative intelligence order also applies specifically within the framework of the third-party effect of human rights, because the results and effects of individually and/or organizationally created progress are always also common good uno-actu.




VI        GOVERNING


The signatories implement the spirit and purpose of this charter immediately by centrally networking, coordinating, and syndicating as well as controlling the normative and factually required processes. This applies first of all to their own sovereign actions – especially in the area of the military-industrial complex – and at the same time to the global facilitation of transparent participatory performance of innovation processes in research and science, society and economy.


In order to ensure the efficient implementation of their obligations, the signatories also commit themselves to establish a ‘World Intelligence Council‘ as a central platform in the sense of a notariat function for comprehensive inclusion and impact assessments, evaluation and verification.


The ‘World Intelligence Council‘ seeks to be transformed into an autonomous international organization based on this charter in order to establish a world intelligence governance regime integrating academia as well as societal and economic organizations at global scale. This international organization, in particular, will develop graduated measures of neutralization of misconducted and/or misleading processes in case of violation of the spirit and will of this charter.


An annual accountability report on the council’s activities is to be submitted. Therewith required is a fully comprehensive duty of clarification as well as an unrestricted transparency for humanity-relevant current and future innovation processes. Thus, the annual report also serves as the comprehensive calibration of multilateral control as well as coordination of integral humanity’s development observation according to this charter. Moreover, a ‘World Intelligence Report‘ has the normatively codifying effect of unrestricted self-commitment and actualizes adjusted strategic policy determination as well as societal will formation.


The ultimate goal is the complete and unrestricted control of the development and impact of human-adequate digital innovation in the spirit of this charter. This process will be yearly indexed within an ‘Artificial Intelligence Quotient‘ as human supremacy parametrization.




VII        GLOBAL LEGAL VALIDITY


This charter is based on applicable international law and is open for accession by any subject of international law. This charter shall become effective upon the one hundredth legally effective accession and may be amended and/or modified by a two-thirds vote of its members.


Trans-/ societal and corporate organizations are invited to witness this charter by non-binding signature in order to support the process as a driving force of the signatories’ efforts.
